The referenced message points out the publication has an active (or unrejected) IMF number already assigned in Kroger's systems. When searching for the same GTIN in Product Introduction, we can find the below IMF from 2023:

If a new IMF is needed, Kroger needs to first reject the current active IMF, please. You can reach out to your buyer for this and then Resend the item in Item Management (Republishing is not needed).
