Initial request needs to be rejected

Submitting new items, received an IMF, then I receive the message that the initial request needs to be rejected before I can resubmit..? These are new items to Kroger, what is causing this message and how to correct it.?

Thank you for using our community and for your patience while working through this issue.

We have responded to the ticket we created regarding your inquiry. To remove the review, please contact your Category Manager and ask them to reject IMF 3203160. This will allow you to resubmit the item, generate a new IMF, and have a new CIC synchronized.

I would understand that if I submitted multiple times, but I did not. First attempt at submission, got the IMF, and then after the IMF I received that above response. A little frustrating for me to have to have the category manager reject all the items, then resubmit. And when I do resubmit is it directly to API or QA again?
